SUMMARY
JB is presently the Lead Consultant of Federal Concierge, LLC and Director of the Federal Capital Planning & Investment Control (CPIC) Forum. In these roles, Janelle consults to businesses, contractors and the federal government. JB offers more than ten years’ comprehensive experience in conducting business with and for the government. Through Federal Concierge LLC, its alliances and clients, JB serves as an advisor and consultant in the arenas of marketing, business development and sales in the government. JB works for CIO Program Management Offices (PMOs) directing and supporting senior management with their portfolio management, information technology (security) and capital planning investment initiatives. JB has written extensively; producing white papers, all facets of proposal support, technical requirements, Capital Asset business case justifications, Capital Portfolio Investment Control documents and a variety of governance documentation products for Congressional review. JB periodically trains in a variety of areas of subject matter expertise, specifically: Government Sales and Business Development, Government Marketing Return on Investment as well as within the scope of the OMB Exhibit 300 and Capital Planning and Investment Control topics, offering public and private training through businesses and educational organizations. JB is a co-author of the Capital Planning & Investment Control Guidebook, due to be released in the Fall of 2007.

MARKETING – JB possesses eight years of experience performing marketing on behalf of Top 100 contractors seeking to establish brand recognition, generate leads and create awareness in government and affiliated industry. JB has managed marketing budgets in excess of $250,000, hand-selected market participation activities for major companies, designed marketing training and performed executive marketing roles for civilian and defense accounts. JB served as a Marketing Executive/ Senior Associate for Booz Allen & Hamilton, Inc. as well as via Market Access International, Inc. and Federal Concierge LLC on contract for clients such as ACS Government Solutions Group, NCS Pearson, Oracle, SRA, Defense Logistics Agency and the General Services Administration. JB has participated as a key-note speaker and guest speaker at Chief Executive Officer-related industry/ government summits, conferences and educational events and seminars.

BUSINESS DEVELOPMENT – JB generated business for Top 100 contractors and generated leads for integrator business units as well as small companies. JB’s multi-million dollar wins include GSA Seat Management Contract, NASA Outsourcing Contract (ODIN), NavSea Blanket Purchase Agreements as well as integration contracts and tasking for clients with the Pension Benefit Guarantee Corporation, Navy, National Science Foundation, Social Security Administration and Department of Homeland Security. JB performed competitive intelligence and competitive landscaping on multi-million dollar bids for companies, made bid/ no-bid recommendations and acted as Red Team reviewer for multiple deals. JB has developed sales pipelines and qualified leads for more than two dozen clients. JB has also developed a proprietary business development training course and taught government business development at Booz Allen Hamilton’s Center for Performance Excellence. JB has generated teaming alliances, pass-through contracts, channel partnerships and reseller sources for companies of various sizes and revenues for corporate relationships and specific bid opportunities.

CIO PROJECT SUPPORT – JB has performed the role of senior analyst within DHS Citizenship and Immigration Services in the Office of Chief Information Officer and with DHS Transportation Security Administration in support of Program Management Office (PMO) and Capital Planning and Investment Control (CPIC) initiatives. JB has provided information assurance / risk assessments, risk inventories, budget evaluation and analysis, intra-agency information technology tiger teams, Intra-agency Memorandums of Understanding, Intra-agency Service Level Agreements, miscellaneous agency documentation and correspondence. JB has, for these agencies, written and improved OMB Exhibit 300s for capital investments, supported the development of a new Exhibit 53 (budget) document as well as developed presentations and supporting documentation for a Supplemental Budget Request for Congress. JB has performed interviews with DHS staff at a variety of levels to assess the state of the Program Management Office and subsequently made strategic and tactical recommendations for PMO development and infrastructure development within the OCIO and the agency. JB developed OMB Exhibit 300 training and has taught OMB Exhibit 300 guidelines and policy, including courses in the 99% Solution. JB has scored and evaluated government business cases (OMB-300) against OMB-300 Cirular A-11 Section 7 guidance and delivered white paper assessments. JB has performed similarly within the US Agency for International Development, Department of Agriculture, Department of Treasury and the State Department writing, scoring and reviewing business case justifications for major capital investments. JB has developed Capital Planning & Investment Control best practices agency intranet high level architectures, web content, guidance, templates, supporting documentation, analysis, research and training.

COMPLIANCE & REGULATORY SUBJECT MATTER EXPERTISE – JB has performed assessments and developed white papers, training materials, presentation documents, conference agendas, qualified speakers and generated intellectual capital with regard to the following areas of “unfunded mandates”: HIPPA, FISMA, PATRIOT ACT, eGov Act, HATCH ACT, PRESIDENT’S MANAGEMENT AGENDA (specifically strategic management of human capital and Improving Financial Performance), HSPDs, NIST guidelines, Privacy Act, GPEA, CLINGER-COHEN, CPIC, ENTERPRISE ARCHITECTURE, Section 508, Earned Value Management, Voice Over Internet Protocol, business intelligence, e-GOVERNMENT and more.
TRAINING –JB has performed training and served as speaker, trainer and subject matter expert at conferences, courses, seminars and events, as well as within corporations on theme topics such as marketing, regulatory compliance, OMB Exhibit 300’s, business development to the government, trade show and event etiquette and software topics. JB developed training curriculum for business development, exhibit 300’s, as well as Federal Government Conflicts of Interest and the Hatch Act which are now proprietary to Federal Concierge LLC and/ or its clients.

INFORMATION SECURITY & ASSURANCE – JB is schooled and certified with an NSA 4011 equivalent: the Information Assurance certificate from National Defense University, in the ten management principles of the CISSP. JB has conducted risk assessments, risk inventories, risk analysis and business justifications for federal security programs. JB has developed Security PMO (Program Management Office) outlines and SOWs (Statements of Work) for government clients. JB has performed a business case analysis regarding information assurance planning and policy ramifications for implementing new technology into an agency enterprise information infrastructure. JB has also performed a government simulation for a DoD program to increase operational readiness and effectiveness to 90% in an Info-Sec exercise pertaining to network security administration. JB participated in a government review and evaluation of The President's National Strategy to Secure CyberSpace.

STRATEGIC PLANS & IT PLANS – JB has reviewed agency strategic and information technology plans for compliance on OMB Exhibit 300’s. JB has performed an IT Strategic plan audit, reviewed and made recommendations for improvement.
MARKETING PLANS – JB has developed marketing business plans, strategic plans and marketing immersion strategies for numerous clients.
PROPOSALS – JB has written, edited, reviewed and participated in full proposal life cycle activities for numerous clients on bids ranging from tens of thousands to millions of dollars. JB has produced resume revisions for key personnel resumes, past performance and executive summary sections as well as has served to provide strategic oversight and review for theme-ing of concepts such as federal enterprise architecture (FEAPMO) and compliance of overall documents. JB has served on numerous proposal teams and red teams over the last decade.

RECRUITING – JB has recruited a variety of engineers, business developers, marketers, enterprise architects, office support and security (cleared) personnel to contractors for multiple clients.

WEB SITES & CONTENT – JB has developed high-level architectures, forms and a variety of web internet and intranet designs for clients. JB has implemented secure payment features, designed and developed content, event calendars, new pages, links as well as automated features for multiple boutique clients. JB also developed an on-line catalog for browsing and pricing for a Navy client, which earned a corporate Superstar award for development.

DIRECT MARKETING – JB has developed e-mail marketing, tele-survey, e-survey and electronic newsletter marketing campaigns for a variety of clients and performed response management and lead generation evaluations for returns on marketing investments.
